The ban does not affect current government contracts, but the temporary ban does prevent any business group or subsidiary of IBM of negotiating a contract with any government agency, unless it is determined that only IBM can fill the need.
The ban could last up to a year as the government completes its investigation and IBM stands to lose hundreds of millions, possibly billions, of dollars in contracts to market rivals.

The Securities and Exchange Commission today proposed a rule to curb political contributions by managers of public pension funds in a bid to prevent a practice called pay to play.
An internal review conducted by the S.E.C.’s Division of Investment Management found that money managers who are seeking to deal in the more than $2 trillion in public pension funds make political contributions aimed at influencing the politicians who control decisions about lucrative pension management contracts.
The new rule is similar to a much-disputed rule adopted in 1994 by the Municipal Securities Rulemaking Board, a self-regulatory group, in response to pay-to-play practices in the municipal bond market, S.E.C. officials said. The rule faces a 75-day comment period before final consideration by the commission.
Like the existing rule, called G-37, that restricts political contributions from investment firms to public officials who select underwriters, the new rule bars a firm from seeking asset-management contracts for two years after it or its executives make a political contribution. It also prohibits them from donating more than $250 to state and local officials who have the power to grant government contracts — far less than the $1,000 limit on individual contributions set by Federal campaign laws.
The two-year timeout imposed by the new rule is not a flat ban on doing business with a government client. Rather, it prohibits an adviser or an investment firm from receiving compensation for advice for two years after a contribution has been made. The timeout period could also be started by a manager’s employees, consultants or family members.
”This measure is a natural extension of our longstanding efforts to stamp out pay to play in the municipal finance world,” said the S.E.C. chairman, Arthur Levitt.
The proposed rule would apply to all financial advisers registered with the S.E.C. and to many unregistered advisers, including advisers of hedge funds, venture capital funds and other private investment companies that manage public money. Advisers with government contracts must keep records of their political contributions and those of their partners. But the proposed rule does not require advisers to report their contributions.
State and municipal officials have been critical of Rule G-37, which does not apply to Federal officials, arguing that it violates First Amendment rights to make and solicit political contributions. But in 1996, the Supreme Court turned down a challenge to the rule by William B. Blount, a municipal bond broker from Montgomery, Ala., who served as the state’s Democratic Party chairman, leaving the rule intact.
The Government Finance Officers Association, which represents state and local financial officers, opposes the rule regulating contributions from bond managers as well as the new S.E.C. rule. An association spokeswoman said limits on all contributions should be consistent with Federal election law, which permits $1,000 from an individual donor to a candidate.

Small and minority entrepreneurs often miss out on federal contracts because they are too busy trying to make a living to seek out new business prospects, or they fear government red tape.

The SBA plans to bring its 2-year-old Business Matchmaking initiative to Milwaukee on Wednesday as a lead event during the U.S. Hispanic Chamber of Commerce’s annual convention. Wisconsin SBA District Director Eric Ness refers to the concept as “speed-dating” for small business.
Some believe that the matchmaking program might be the catalyst that’s needed to help small and minority-owned firms tap into government and private industry contracts worth millions and that it could provide the economic shot in the arm that’s needed in Milwaukee’s distressed inner city, which lags other urban areas in minority business development.
“This shouldn’t be viewed as a one-shot deal,” says Anne Hlavacka, attorney and shareholder at Reinhart Boerner Van Deuren, S.C., a Milwaukee law firm and a sponsor of the Business Matchmaking initiative. “It’s a great opportunity for minority-owned firms to take advantage of the link that they will have with federal government agencies and the private sector. If you get the right people pulling together in trying to generate these business opportunities, you’re going to see a breakthrough.”

LEAD: The Defense Department said yesterday that it had suspended Teledyne Electronics, a division of Teledyne Inc., from doing work on Government contracts because the company was implicated in the Federal procurement fraud investigation.
The Defense Department said yesterday that it had suspended Teledyne Electronics, a division of Teledyne Inc., from doing work on Government contracts because the company was implicated in the Federal procurement fraud investigation.
The Defense Logistics Agency, a contracting arm of the Pentagon, said it had also suspended three current employees of Teledyne Electronics and a former employee.
The Pentagon said the suspensions were based on an indictment Friday by the Federal District Court in Virginia that accused Teledyne and the employees of conspiracy, bribery and making false statements.
Separately, the Hazeltine Corporation, a subsidiary of the Emerson Electric Company, was temporarily barred from receiving future Government contracts, Reuters said yesterday.
Hazeltine pleaded guilty Friday to Federal charges that it had conspired to defraud the Government by obtaining inside information on arms procurement.
Emerson said Hazeltine, based in Greenlawn, L.I., is discussing with the Navy how to lift the suspension in the shortest possible time.
The Pentagon said Tuesday that the Navy was considering barring Hazeltine from future contracts and might take action against other big defense companies in connection with the bribery scandal.
Hazeltine designs, develops and markets a wide range of sophisticated electronic systems principally for the Government.
Under Federal contracting rules, the military can block an individual or a corporation from doing business with the Government to protect the Government’s interests while a criminal investigation is under way. Such an action is not considered punishment and can be imposed either temporarily or permanently.
The individuals suspended from Government contracting are George Kaub, Eugene Sullivan and Dale Schnittjer, all Teledyne employees, and Michael Savides, a former employee.
The Pentagon said the suspensions would remain in effect indefinitely. Defense Logistics is continuing to review Teledyne to determine whether further action is warranted, the Pentagon said.
Telephone calls made to offices of Teledyne and Hazeltine were not answered last night.

Executives, employees and political action committees of the 70 companies that received government contracts for work in either Iraq or Afghanistan contributed slightly more than $500,000 to President Bush’s 2000 election campaign, according to a comprehensive study of the contracts released on Tuesday.
The overwhelming majority of government contracts for billions of dollars of reconstruction work in Iraq and Afghanistan went to companies run by executives who were heavy political contributors to both political parties.
Though the employees contributed to both parties, their giving favored Republicans by a two-to-one margin. And they gave more money to Mr. Bush than any other politician in the last 12 years.
Among the biggest contributions to Mr. Bush’s election and re-election efforts were those from executives and employees of Dell Computer at $113,000; of Bearing Point, a business consulting firm, at $119,000; of General Electric at $72,000 and of Halliburton Inc. at $28,000, according to the report.
Nine of the 10 biggest contractors — the biggest of which were Bechtel Corporation and Halliburton, either employed former senior government officials or had close ties to government agencies and to Congress.
